Section 2: The Standing Committee

The regional council elects the members of the standing committee. The standing committee is made up of the president of the regional council, four to fifteen vice-presidents and possibly one or more other members, provided that the total number of its members does not exceed one third of the regional council’s membership.

Immediately after the election of the president and under his chairmanship, the regional council shall determine the number of vice-presidents and other members of the standing committee. In the event of a vacancy for a member of the standing committee other than the chair, the regional council may decide to complete the standing committee. The vacancy or vacancies shall then be filled in accordance with the procedure set out in the second and third paragraphs of article L. 4133-5. The Regional Council shall determine, by a resolution adopted within three months of its renewal, the list of powers the exercise of which is, under its control, delegated to its standing committee. It may amend the list of delegated powers during the course of its term of office. The Regional Council may amend the list of delegated powers during the course of its term of office.

The chairman may decide that the meeting of the standing committee shall be held in several places by videoconference. Where the meeting of the Standing Committee is held by videoconference, the quorum shall be assessed on the basis of the presence of the members of the Standing Committee in the various places by videoconference.
