The chairman alone is responsible for policing the congress of departmental and regional elected representatives and mayors. He may have any individual disturbing the peace expelled from the auditorium or arrested. In the event of a crime or misdemeanour, he will draw up a report and the matter will be referred immediately to the public prosecutor. .

The minutes of each sitting, drawn up by one of the secretaries, are approved at the beginning of the following sitting and signed by the chairman and the secretary. The minutes contain the reports, the names of the members who took part in the discussion and an analysis of their opinions.
