The creation or abolition of the services referred to in the preceding articles is decided by decree when their territorial jurisdiction exceeds the limits of a department. It shall be decided by order of the Minister of the Interior when their territorial jurisdiction does not exceed these limits. Their territorial jurisdiction shall be modified according to the same forms.
