Section 3: Interministerial mission.

An inter-ministerial mission to combat drugs and addictive behaviour, under the authority of the Prime Minister, leads and coordinates the State’s efforts to combat the harmful use of psychoactive substances and addictive behaviour, both in terms of supply reduction and demand reduction. The Chairman of the Mission is appointed by decree. He is assisted by a delegate appointed, on his proposal, by order of the Prime Minister. The Chairman of the Mission is the general rapporteur of the Interministerial Committee. The delegate also attends committee meetings.

To carry out his duties, the Mission Chairman has a Standing Committee, which he chairs and which includes one or more representatives of each of the ministers mentioned in Article D. 3411-12. Other ministers may be asked to be represented, depending on the issues on the agenda. The Standing Committee is convened by its Chairman, who sets the agenda.

To ensure its operation, the Mission benefits from permanent posts and staff made available by ministerial departments or public establishments.
