In the event of non-conciliation or partial conciliation, the complaint, together with the minutes, is forwarded within three months of the date of receipt by the President of the relevant Central or Regional Council to the registry of the relevant Disciplinary Chamber of first instance, which deals with the complaint in accordance with the procedure set out in articles R. 4234-2 et seq.

Article R4233-37 of the French Public Health Code

If the regional or central council is responsible for failing to comply with the time limit referred to in article R. 4234-36, the author of the complaint may ask the president of the national council to refer the matter to the president of the competent disciplinary chamber of first instance.
