Section 3: Obstetrics, neonatology and neonatal resuscitation

Neonatal resuscitation is carried out in facilities authorised for this purpose. It can only be carried out if the health establishment includes an authorised neonatology unit on the same site, part of whose facilities are allocated to neonatal intensive care. Each neonatal intensive care unit is either an individual unit or a separate sector within another unit.

The authorisation for obstetrics may only be granted or renewed, in application of articles L. 6122-1 and L. 6122-2, if the establishment can demonstrate a minimum annual activity of 300 deliveries, or a forecast minimum in the case of an application to create a new establishment. The regional health plan sets objectives with regard to cooperation between health establishments authorised to practise obstetrics, neonatology and neonatal intensive care and the organisation of referrals for pregnant women prior to childbirth in the event of a risk being detected for themselves or their child and with regard to the transfer of children between the units mentioned in article R. 6123-39.

When an establishment that does not have the three units mentioned in article R. 6123-39 does not join a specific regional scheme, the Director General of the Regional Health Agency invites the establishment to enter into an agreement with one or more health establishments that have the units it does not have, in order to ensure the referral of pregnant women, to organise transfers, possibly in an emergency, of mothers…

The authorisation application or renewal file provided for in article R. 6122-32 must show whether the establishment has joined a specific regional scheme or entered into an agreement with one or more other establishments under the conditions mentioned in article R. 6123-52.
