The regions of Guadeloupe, Mayotte and Réunion are consulted on the operating programmes and fare changes submitted by French companies for State approval for air and sea routes serving these regions. Under the conditions set out in articles L. 1521-1 and L. 1522-1, the regions of Guadeloupe, Mayotte and Réunion will be able to create semi-public companies for the purpose of air or sea transport. The overseas regions, as organising authorities for public transport of regional interest, are competent to create and operate rail or guided transport service infrastructures.
