If the revenue from the fee calculated in application of article R. 2333-114 is less than that resulting from application of the specifications in force, the fee continues to be established in accordance with these specifications, unless an agreement is reached between the municipalities, public establishments for inter-municipal cooperation or mixed syndicates concerned and their concessionaires.
