Article R4421-11 of the French General Code of Local Authorities

The sites council may validly deliberate, in each of its formations, only if the majority of its members are present or represented. When the quorum is not reached on a given agenda, the sites council may deliberate regardless of the number of members after a new convocation covering the same agenda and specifying that no quorum will be required.

Article R4421-14 of the French General Code of Local Authorities

State departments, local authorities and public services that are not represented on the sites council may be heard on matters that concern them, at the request of the chairman or co-chairmen when the council is sitting in a “heritage and architecture” formation.
