An agreement on objectives and resources is concluded between each skills operator and the State. It sets out the funding arrangements, the framework for action and the objectives and results expected of the operators in carrying out their missions as defined in article L. 6332-1. This agreement is made public when it is signed and renewed. A decree determines the content, frequency and evaluation procedures for these agreements.

Where a person is an employee of a training body, he may not be an employee of a skills operator or a body delegated by the latter.
