The commission for authorisation to practise provided for in article D. 4111-13-3 has the same composition as that mentioned in article D. 4111-13-2. It also includes the President of the Conference of Medical Sections of the National University Council.

The Minister responsible for health issues the authorisations provided for in articles L. 4131-4 and L. 4131-4-1, after obtaining the opinion of the competent committee. The authorisation to practise provided for in articles L. 4131-4 and L. 4131-4-1 is issued to the candidate by order of the Minister for Health. Applicants for authorisation to practise under the provisions of articles L. 4131-4 and L. 4131-4-1 must provide proof of a sufficient level of proficiency in the French language when submitting the application provided for in articles D. 4111-13-1 and D. 4111-13-3, by obtaining one of the qualifications provided for by order of the Minister for Health.

The secretariat of the committees is provided by the Centre national de gestion, with the assistance of the Conseil national de l’ordre des médecins.

If the ministerial authority does not respond to an application submitted under articles L. 4131-4 and L. 4131-4-1 within four months of receipt of a complete application, this will be deemed to constitute a rejection decision.
