Subsection 3: Third-party access to the joint information system of the State, regional hospitalization agencies and health insurance bodies.

The information contained in the modules mentioned in 2° of article R. 6113-28 or exchanged under 3° of the same article may be communicated to any natural or legal person under the conditions defined by the Book III of the Code of relations between the public and the administration.

Data concerning natural persons may only be communicated in the form of aggregated statistics and information constituted in such a way that these persons cannot be identified. Decrees issued by the ministers responsible for health and social security, after consulting the Commission nationale de l’informatique et des libertés, set out the procedures for communicating the data in aggregate form referred to in the first paragraph.

The departments and bodies responsible for providing information are not obliged to comply with requests for information that are manifestly unreasonable in number or systematic in nature.
