Subsection 1: Setting and reviewing the theoretical number of vehicles authorised per department.

A decree by the Minister for Health classifies the municipalities according to the number of inhabitants and sets, for each of these categories, a national index of the population’s health transport needs expressed in terms of the number of vehicles per inhabitant.

In each department, the Director General of the Regional Health Agency, after consulting the health transport sub-committee, determines, in accordance witharticle L. 6312-4 , the theoretical number of vehicles assigned to health transport, excluding vehicles assigned exclusively to health transport carried out as part of emergency medical assistance. The theoretical number of vehicles in each department is set within three months of publication of the order of the Minister for Health provided for in article R. 6312-29.

The indices and theoretical numbers of vehicles are revised at least every five years, in the same way as they are set, in particular to take account of the results of each general population census.
