Paragraph 2: Emergency care network

The establishment authorised to carry out the activity mentioned in 3° of article R. 6123-1 sets up or participates in a network with other public and private health establishments. This network contributes to the management of emergencies and their after-effects within the health region, in particular to ensure access to skills, techniques and hospitalisation capacities not available to each of the member establishments, and to coordinate their actions and resources.

The network covers a sub-regional, regional or inter-regional area. In accordance with article L. 6134-1, it may also organise international cooperation actions with border territories.

The network may also include : 1° Medical professionals working in the community, in particular doctors involved in permanent care ; 2° Doctors intervening at the request of the SAMU, including SAMU correspondent doctors whose missions and scope of intervention are defined by order of the Minister for Health; 3° pharmacies; 4° Social and medico-social establishments, in particular accommodation establishments for dependent elderly people.

An agreement setting up the network specifies the disciplines and care activities or specific pathological conditions for which the member establishments undertake to receive and treat patients referred to them by the SAMU or the emergency services. In the event of suspension of the agreement, its termination by a member, or the exclusion of a member from the network, the Director General of the Regional Health Agency will be informed.

The agreement provides for regular monitoring of the commitments made by network members, and for their annual assessment to be sent to the Director General of the Regional Health Agency.

The health care organisation’s participation in the emergency care network is included in the multiannual contract of objectives and resources mentioned in article L. 6114-1. This contract sets out the terms and conditions of this participation.
