Sub-paragraph 2: Provisions applicable to the overseas departments (R) and the Department of Mayotte.

The special contribution created within the general decentralisation grant in respect of the establishment and implementation of the documents mentioned in article R. 1614-41 pursuant to Article L. 1614-9 is allocated to the communes, public establishments for inter-communal cooperation and mixed syndicates of the overseas departments and the Department of Mayotte under the conditions laid down by the articles R. 1614-49 to R. 1614-51.

The amount of credits mentioned in b of Article R. 1614-42 allocated to the beneficiary local authorities in the overseas regions and departments under this special assistance is at least equal to the average of the sums spent in the overseas departments by the State over the last three years prior to the transfer of town planning powers to finance studies and material expenditure relating to the preparation of town…

The credits calculated pursuant to Article R. 1614-49 are delegated to the prefects after being distributed as follows: a) 40% based on the population of each department and the Department of Mayotte; b) 40% based on the number of dwellings shown on building permits issued during the last three years in each department and the Department of Mayotte ; c) 20% based on the number of communes in each département…

The Prefect shall allocate the credits delegated to him between the municipalities and public establishments for inter-municipal cooperation under the conditions set out in articles R. 1614-44 à R. 1614-47.
