The President of the Territorial Council wears the tricolour scarf with gold fringed tassels in public ceremonies and whenever the exercise of his functions may make this distinctive sign of his authority necessary. The official badge of the President of the Territorial Council in the national colours conforms to the model below: On a background of blue, white and red enamel bearing “President of the Territorial Council” on the white and “R.F.” on the blue; surrounded by two boughs Vert, olive to dexter and oak to sinister, all surmounting a lictor beam Argent ensigned by a cock’s head Or bearded and crested Gules.

The wearing of the official insignia of the President of the Territorial Council in the national colours, the use of which is optional, is reserved for the President of the Territorial Council in the performance of his duties and does not dispense with the wearing of the scarf when this is prescribed by the texts in force.
