Subsection 2: Nomination and election of members

Employers’ representatives are appointed by the representative organisations of newspaper and press agency managers and audiovisual communication companies. In the event of disagreement, the seat in dispute is filled by order of the minister responsible for communication.

Representatives of professional journalists are elected by journalists holding a professional identity card. They are elected by secret ballot in a two-round list system, based on proportional representation and the highest average, with preferential voting and without a mixture of votes. Lists may include fewer candidates than there are seats to be filled.

In the first ballot for the election of representatives of professional journalists, each list is drawn up by the representative employee organisations at national level. When the number of voters is less than half of the registered voters, a second ballot is held within one month. Alternate members, equal in number to the representatives of employers and professional journalists, are appointed and elected simultaneously and under the same conditions as the full members. In the regions defined by the commission’s internal regulations, one representative and one alternate from each category are appointed as correspondents. In each region, the employers’ representative and alternate are appointed by the most representative organisation of directors of newspapers, press agencies and audiovisual communication companies.
