The authorisation procedure complies with the principles of transparency and equal treatment of applicants. It is opened after an accreditation dossier has been drawn up and a public call for proposals has been issued.

The authorisation application must include the following information in particular: 1° The definition of the mission, with reference to training needs; 2° The nature and content of the public service obligations; 3° The nature of the vocational integration and training initiatives involving educational, social or vocational support to be implemented by the organisation, the public concerned and an estimate of the quantitative elements characterising these initiatives; 4° The territory concerned;…

The method of prior publicity is the responsibility of the region. It includes the following elements: 1° The information to be provided by the applicant, relating to its financial capacity, in particular its annual accounts, balance sheets, profit and loss accounts and annexes, the resources that will be used to carry out the assignment, the provisional budget for the assignment and the other elements requested according to the selection criteria….

Once the applicants have submitted their proposals, the region may ask them for information other than that mentioned in article R. 6121-4, depending on the selection criteria adopted. It may also ask a candidate to complete its file and inform the other candidates accordingly. As soon as the choice of body has been made and notified to it, this choice and the reasoned rejection of the other applications are notified to the applicants by any means that makes it possible to establish the date of receipt. The region may declare the selection procedure unsuccessful, giving reasons for its decision and notifying the candidates.

I.-The accreditation agreement contains the information set out in 1° to 11° of article R. 6121-3 and mentions the rights and commitments of the chosen organisation.
