Article R5322-1 of the French Labour Code

When a municipality wishes to carry out placement operations, it sends its request for an agreement to the Prefect and Pôle emploi. A copy of the municipal council’s decision authorising the mayor to enter into an agreement with the establishment and the State is attached to the request.

Article R5322-3 of the French Labour Code

The agreement by which a municipality becomes a correspondent of Pôle emploi is concluded taking into account the resources that the municipality is willing to make available to users of the public employment service. The agreement is signed by the Prefect and the Regional Director.

Article R5322-4 of the French Labour Code

When information is communicated to the mayor under article L. 5322-3, it includes the surnames, first names and addresses of jobseekers and, where applicable, an indication that a replacement income mentioned in article L. 5421-1 is being paid.

Information received by the mayor pursuant to article L. 5322-3 may only be shared by the mayor with his deputies who have been delegated to deal with placement or the allocation of social benefits, as well as with the municipal departments responsible for one of these areas.

The expenses incurred in providing the mayor with the list of jobseekers are shared between Pôle emploi and the municipality under the conditions set by order of the ministers responsible for local authorities, the budget and employment.
