Section 1: Orientation and placement

The steering of the actions of the public employment service and specialised placement bodies in terms of the professional integration of disabled people involves: 1° The State; 2° The public employment service; 3° The association responsible for managing the development fund for the professional integration of disabled people; 4° The development fund for the professional integration of disabled people in the civil service; 5° Specialised placement bodies.

Pre-orientation centres contribute to the vocational guidance of disabled workers. On the basis of a reasoned decision by the Commission for the Rights and Independence of Disabled People, they take in workers who have been recognised as disabled and whose vocational orientation presents particular difficulties that have not been resolved by the Commission’s technical team.

Pre-orientation centres are interdepartmental or regional in scope and may be attached to functional rehabilitation or vocational re-education establishments. In this case, they are managed independently and have separate accounts.

The pre-orientation is carried out in the context of a work placement lasting an average of eight weeks per trainee, which may not exceed twelve weeks. During their stay in a pre-orientation centre, disabled people are put into work situations that are typical of categories of jobs that are clearly different from one another. They are informed of the career prospects offered by these occupations and put in a position to draw up a career plan in conjunction with the Pôle emploi services.

At the end of the pre-orientation period, the centre sends the Commission for the Rights and Independence of Disabled People a detailed report on the wishes and the intellectual and physical adaptability of the person being observed to practising or learning a trade. The commission makes its decision on the basis of this report.

Specialised placement organisations, responsible for preparing, supporting and monitoring disabled people in employment over the long term, take part in the vocational integration scheme and special support during the period of adaptation to the job for disabled workers implemented by the State, the public employment service, the association responsible for managing the development fund for the vocational integration of disabled people and the manager of the fund for the vocational…

Pre-orientation centres and specialised placement organisations enter into an agreement with the departmental disabled people’s centre mentioned in article L. 146-3 of the Code de l’action sociale et des familles in order to coordinate their work with disabled people.
