Subsection 2: Bodies authorised to grant and manage advances

The Prefect may appoint organisations, the list of which he determines by order, to grant and manage the repayable advance referred to in 2° of article R. 5141-1. Where the business creator’s application is for the benefits provided for in 2, 3 and 4° of article R. 5141-1, the agent will decide on the granting of each of these benefits in a separate decision.

The Prefect or the Minister responsible for employment may carry out any documentary or on-site checks on the use of funds managed by a body authorised by the State.

The accredited body will send the Prefect or the Minister for Employment a half-yearly activity report including, in particular, the list of projects assisted, the conditions under which they were carried out, the amount of financial aid granted and the amount and nature of additional funding mobilised. The accredited body also sends the Prefect an annual evaluation report covering, in particular, the consolidation and development of the projects assisted.
