Article R4532-2 of the French Labour Code

Building or civil engineering operations subject to the obligation to make a prior declaration provided for in Article L. 4532-1 are those for which the foreseeable number of workers must exceed twenty at any one time during the work and the duration of which must exceed thirty working days, as well as those for which the foreseeable volume of work must exceed 500 man-days.

Article R4532-3 of the French Labour Code

The prior declaration is sent to the labour inspector and to the bodies mentioned in article L. 4532-1 with territorial jurisdiction over the location of the operation. It shall be sent on the date of submission of the application for planning permission where this is required or, where it is not required, at least thirty days before the actual start of the work.
