Section 3: Additional requirements for mobile work equipment

Mobile work equipment with ride-on workers is selected, taking into account the work to be carried out and the actual conditions of use, in such a way as to prevent the risk of the equipment overturning or tipping over and of objects falling.

Where the risk of mobile work equipment overturning or tipping over cannot be completely avoided, such equipment shall be fitted either with a structure preventing it from overturning by more than a quarter turn, or with a structure or other device of equivalent effect guaranteeing sufficient space around the workers carried if the movement can continue beyond that limit. Such protective structures are not required where the equipment is stabilised…

Where the risk of falling objects cannot be completely avoided, mobile work equipment is fitted with a structure to protect against this risk.

Structures to protect against overturning, tipping over or falling objects can be integrated into a cab.

If the mobile work equipment is not fitted with anchorage points enabling it to be fitted with a protective structure, measures are taken to prevent the risk of the equipment overturning or tipping over or of objects falling, such as limiting its use and speed and arranging traffic and work areas.

If there is a risk that a ride-on worker will be crushed between parts of the mobile work equipment and the ground when the equipment overturns or tips over, the equipment must be fitted with a system for restraining ride-on workers in their seats, unless the state of the art and the actual conditions of use prohibit this.

Mobile work equipment with ride-on workers is fitted out in such a way as to minimise the risks to these workers during movement, in particular the risks of contact with the wheels, tracks or other moving parts involved in the movement.

Where the inadvertent blocking of energy transmission elements between mobile work equipment and its accessories or trailers may give rise to specific risks, this work equipment must be fitted or equipped in such a way that this blocking can be remedied. Where it cannot be prevented, all measures shall be taken to avoid harmful consequences for workers.

If the power transmission elements between mobile work equipment are likely to become dirty and deteriorate as they drag along the ground, they are fitted with fixings.

Self-propelled mobile work equipment is fitted with devices to prevent it from being started by unauthorised persons.
