Section 2: Traffic routes and access

The layout and dimensions of traffic routes, including stairways and fixed ladders, are determined taking into account the provisions of Chapter VI relating to fire prevention and evacuation. Traffic routes are designed in such a way that: 1° pedestrians or vehicles can use them easily and safely, in accordance with their purpose; 2° workers employed near traffic routes are not exposed to any danger.

Doors and clearances intended for pedestrians must be located at such a distance from vehicle traffic lanes as to ensure safe passage for pedestrians.

Where justified by the volume of vehicle traffic or the hazards associated with the use and equipment of the premises, traffic lanes are clearly marked on the ground. These markings comply with current regulations on signs in the workplace.

Pedestrian gates are provided in the vicinity of gates used primarily for vehicle traffic, and are clearly signposted and kept clear at all times.

Articles R. 4214-9 to R. 4214-12 also apply to main thoroughfares on company premises, as well as to thoroughfares used for surveillance and regular maintenance of company facilities.

Where the nature of the activities envisaged is likely to result in unavoidable danger zones in the workplace, these zones will be visibly marked and equipped with devices to prevent unauthorised workers from entering them.

When installing escalators and moving walkways, lifts, goods lifts, vehicle parking facilities and passenger lifts in a building intended to accommodate workers at a speed not exceeding 0.15 metres per second, the client must ensure that this equipment is designed and installed in accordance with the rules in force at the time of installation.

When they are installed, the project owner must ensure that escalators and moving walkways, lifts, goods lifts, vehicle parking facilities and passenger lifts with a speed of no more than 0.15 metres per second are installed in such a way as to enable the work listed in article R. 4543-1 to be carried out under safe, ergonomic conditions that protect the health of those involved.

Workstations, footpaths and other open-air areas or installations intended to be occupied or used by workers during their activities must be designed in such a way as to allow safe movement of pedestrians and vehicles.
