Orders made to implement decisions of the Local Finance Committee are signed by the High Commissioner or his representative. Orders made following written consultation of members of the Local Finance Committee, in cases of urgency provided for by the committee’s rules of procedure, are signed by the chairmen, their representatives or deputies by any means that comply with the regulations in force.
