Subsection 2: Managing Director

The Chief Executive is appointed for a renewable term of three years. He manages the institution. He shall perform all acts that are not reserved to the Board of Directors by virtue of the provisions of article R. 1313-14. He prepares the decisions of the Board of Directors and ensures that they are implemented.

The Director General recruits, appoints and manages the civil servants whose status is governed by decree no. 98-695 of 30 July 1998, amended by decree no. 99-242 of 26 March 1999, relating to the special status of researchers at the French Food Safety Agency. The Chief Executive represents the institution in legal proceedings and in all civil acts. He enters into contracts and agreements, purchases and sales and transactions on behalf of the institution, subject to the powers conferred on the Board of Directors by article R. 1313-14 and within the limits set by the Board of Directors.

He is the chief authorising officer for expenditure and revenue. He may designate secondary authorising officers who may, with his agreement, delegate their signature.

The Director General communicates the Agency’s opinions and recommendations to the ministers responsible for agriculture, consumer affairs, the environment, health and labour, as well as to the other ministers concerned, and ensures that they are publicised.
