The Board of Directors decides on the general direction of the agency. It adopts the agency’s internal rules. The Board of Directors may delegate certain of its powers to its Chairman or to the Chief Executive Officer, with the exception of the matters referred to in 1°, 3°, 4°, 6°, 7°, 10°, 18° and 20°, within the limits that it shall determine and in accordance with procedures that allow it to be held accountable.

Decisions relating to the budget and the financial account are enforceable under the conditions set out in Title III of Decree no. 2012-1246 of 7 November 2012 relating to public budgetary and accounting management. Decisions relating to private-law personnel are enforceable fifteen days after they have been sent to the supervisory ministers, the Minister for the Budget and the Minister for the Civil Service.
