A training insurance fund for non-salaried workers is intended to receive the contribution of self-employed workers, members of the liberal professions and self-employed workers provided for in article L. 6331-48 less the two fractions mentioned in article L. 6332-11 intended to finance the personal training account of self-employed workers and professional development advice. The training insurance fund for non-salaried workers is set up either by representative employers’ organisations and territorial chambers of commerce and industry, or by organisations representing the liberal professions.

The constitutive act of the training insurance fund for non-salaried workers determines its geographical and professional or inter-professional scope of intervention. When it is professional, this field of intervention must be national. This field is defined by reference to the French Nomenclature of Activities. Registration in the trade register may also be taken into account.
