Subsection 1: Reference perimeter.

The plan to create a reference perimeter is approved by the regional prefect or by the departmental prefect when all the municipalities in the perimeter are in the same department. It is then submitted for opinion to the manager, the communes or public establishments for inter-communal cooperation, the territorial chambers of commerce and industry, the chambers of trade and craft and the chambers of agriculture in whose territory or jurisdiction…

The reference perimeter may be extended to the territory of new municipalities in accordance with the procedures set out in article R. 761-7. In this case, only the opinions of the manager and the municipalities or public establishments for inter-municipal cooperation that are the subject of the extension, as well as the consular bodies within whose jurisdiction the territory added to the reference perimeter is located, are sought.

The reduction of the reference perimeter excluding certain municipalities and the early abolition of the reference perimeter are pronounced by order of the ministers responsible for trade and agriculture.
