CHAPTER IV : Role of the Congress of Elected Representatives

The Congress of Elected Representatives may be referred to by the assembly of the territorial authority, under the conditions set out in Article L. 7323-1, any proposal for institutional change and any proposal relating to new transfers of powers from the State to the territorial authority. It deliberates on the basis of its agenda and may adopt proposals by a majority of the members present or represented. .

The proposals mentioned in article L. 7324-1 shall be sent within fifteen clear days to the assembly of the territorial authority and to the Prime Minister.

The assembly of the territorial authority deliberates on the proposals of the congress of elected representatives, after having consulted the economic, social, environmental, cultural and education council on them. The deliberations adopted by the assembly of the territorial authority are forwarded to the Prime Minister by the president of the assembly.
