Section 3: Organisation and meetings

The assembly of the territorial authority shall make available to the Congress of Elected Representatives the resources necessary for its operation, in particular to provide secretarial services for its meetings.

Sessions of the Congress of Elected Representatives shall be public. However, at the request of five members or the Chairman, the Congress of Elected Representatives may decide, without debate, by an absolute majority of the members present or represented, that it shall meet in camera. The President alone has the police of the Congress of Elected Representatives. He may have any individual who disturbs order expelled from the auditorium or arrested. In the event of a crime or misdemeanour, he draws up a report and the matter is immediately referred to the Public Prosecutor.

The minutes of each sitting, drawn up by one of the secretaries, are approved at the start of the following sitting and signed by the chairman and secretary. The minutes shall contain the date and time of the sitting, the names of the chairman, the members of the Congress of Elected Representatives present or represented and the secretary or secretaries of the sitting, the quorum, the agenda for the sitting,…
