The President of the Assembly of French Guyana shall keep accounts of the commitment of expenditure in accordance with the conditions laid down by joint order of the Minister of the Interior and the Minister responsible for the Budget, issued after consultation with the Local Finance Committee.
The accounting officer of the collectivity shall be solely responsible for carrying out, subject to the controls incumbent upon him, the collection of revenue as well as the payment of the expenditure of the collectivity within the limits of the appropriations duly appropriated by the Assembly of French Guiana.
