The President of the Executive Council of Martinique shall keep accounts of expenditure commitments in accordance with the conditions laid down by joint order of the Minister of the Interior and the Minister responsible for the Budget, issued after consultation with the Local Finance Committee.
The accounting officer of the collectivity is solely responsible for carrying out, subject to the controls incumbent upon him, the collection of revenue as well as the payment of the expenditure of the collectivity within the limits of the appropriations duly appropriated by the Assembly of Martinique.
