Article D4221-13-2 of the French Public Health Code

The practice authorisation committee assesses candidates’ competence, in particular in the light of the assessment report drawn up by the head of the organisation in which the successful candidate completed the skills consolidation programme. The committee may invite candidates to attend a hearing. The assessment procedures for the skills consolidation programme are laid down by order of the Minister for Health.

The committee’s opinions are reasoned. In the event of an unfavourable opinion, the committee may propose extending the skills consolidation programme. In this case, the Director General of the National Management Centre, on behalf of the Minister for Health, may take a new assignment decision for the period proposed by the practice authorisation commission.
