Training leave is granted as of right in order to take part in a training course or attend a training session that meets the criteria set out in article R. 7125-15. It may, however, be refused if the requirements of the operation of the service preclude it. Decisions rejecting requests for training leave must be communicated with their reasons to the joint administrative commission during the meeting following this decision….

Any refusal by the hierarchical authority must be justified and notified to the person concerned.

The provisions of articles R. 7125-22 to R. 7125-24 are applicable to contract agents of the State, local authorities and their public establishments.
