Paragraph 2: Allocation of seats

For the application of article L. 2314-29, each list is allocated as many seats as the number of votes received by it contains times the electoral quotient. The electoral quotient is equal to the total number of votes validly cast by the electors of the college, divided by the number of seats to be filled.

Where no seats have been filled or where seats remain to be filled, the remaining seats are allocated on the basis of the highest average. To this end, the number of votes obtained by each list is divided by the number plus one of the seats already allocated to the list. Where two lists have the same average and only one seat remains to be filled, this seat is awarded to the list with the greater number of votes. Where two lists have the same number of votes, the seat is awarded to the older of the two candidates likely to be elected.
