The purchaser may not impose on candidates conditions for participation in the award procedure other than those ensuring that they have the ability to pursue the professional activity, the economic and financial standing or the technical and professional ability necessary to perform the contract.These conditions must be linked to and proportionate to the subject of the contract or the conditions for its performance.
