Section 2: Public contracts relating to security or the protection of the essential interests of the State

The rules defined in Title II shall apply to public contracts which require secrecy or the performance of which must be accompanied by special security measures in accordance with the legislative or regulatory provisions in force or for which the protection of the essential interests of the State so requires, provided that such security or protection cannot be guaranteed by other means.
