When the conceding authority makes use of the possibility to negotiate provided for in article L. 3121-1, it may decide to limit the number of tenderers admitted to take part in the negotiation. It selects the tenderer or tenderers by applying the award criteria set out in articles R. 3124-4 and R. 3124-5.
