For other purchasers, project management contracts that meet a need whose estimated value is equal to or greater than the thresholds for a formalised procedure are awarded in accordance with one of the procedures mentioned in Chapter IV of Title II or, if the conditions mentioned in Chapter II of Title II are met, without prior advertising or competitive tendering.
