Section 2: Procedure for awarding global contracts applicable to purchasers subject to Book IV

When the estimated value of the requirement is equal to or greater than the formal procedure thresholds, purchasers subject to Book IV award design-build or performance contracts using one of the procedures mentioned in Articles R. 2124-2 to R. 2124-6 , subject to the provisions of this section.

The jury is made up of people who are independent of the candidates. Where a particular professional qualification is required to take part in the procedure, at least one third of the members of the jury must hold that qualification or an equivalent qualification.

The jury draws up a report on the examination of the applications and formulates a reasoned opinion on the list of candidates to be retained.
