Section 1: Professional Certification Commission

I.-The France Compétences committee responsible for professional certification provided for in article L. 6113-6 is called the “Professional Certification Committee”. For each full member of the Commission, with the exception of the Chairman, an alternate of the opposite sex is designated and appointed under the same conditions as in Article R. 6113-1.

When a member dies, resigns or loses the capacity in which he was appointed, he is replaced for the remainder of his term of office by a person appointed under the same conditions and, except in the case of the Chairman, of the same gender. With the agreement of the Chairman, members of the Committee may take part in debates by means of a telephone or audiovisual conference. If a member is unable to attend, he may give his proxy to another member with voting rights. A member may not hold more than one proxy. The commission draws up its own rules of procedure, which specify in particular the rules for preventing conflicts of interest. These rules are applicable once they have been approved by the France Compétences Board of Directors.

The Committee meets when convened by its Chairman, who draws up its annual work programme and sets the agenda for each meeting. The Chairman may, where necessary, seek the opinion or expertise of public authorities in assessing the criteria for examining applications for registration in the national registers set out in articles R. 6113-9 and R. 6113-11.

In carrying out its duties as defined in articles L. 6113-4 to L. 6113-8, the Commission : 1° Contributes to the harmonisation of the terminology used by the ministries and certifying bodies for the titles of professional qualifications, the activities they cover and the skills they attest to; 2° Ensures the quality of information for individuals and companies relating to professional qualifications, certifications and authorisations registered in the national registers…
