Paragraph 3: Operation

In the event of a tie, the Chairman shall have the casting vote. A person appointed by the Chief Medical Officer of the Armed Forces Hospital and responsible within the hospital for quality improvement policy shall attend meetings of the Committee in an advisory capacity. The committee may hear any competent person on the issues on the agenda.

Members of the Committee, other than the Chairman, who are involved in a complaint or claim may not sit when the Committee is deliberating on the case in question. A full member who is unable to attend or who is involved in a complaint or claim shall be replaced by his alternate. The Committee is convened by its Chairman at least once every three months and as often as necessary. A meeting may be called at the request of at least half of the voting members. The committee shall draw up its own rules of procedure. The secretariat is provided by the Chief Medical Officer of the army hospital. Each army hospital provides the committee and the mediators with the material resources they need to carry out their duties.

Committee members are entitled to compensation for travel expenses incurred in the course of their duties.
