In the absence of an organisation based on poles of activity, the internal use pharmacy of a public health establishment may be managed by a pharmacist belonging to another health establishment or to an army hospital with which the public health establishment enters into an agreement for this purpose.

Article R5126-48 of the French Public Health Code

Subject to the provisions of article R. 5126-46, the pharmacist responsible for managing the internal use pharmacy is appointed by the legal representative of the managing legal entity. In the case of public health establishments, this appointment results from the appointment of the pharmacist to one of the positions mentioned in article R. 5126-42.
