The groupings that the territorial chambers of commerce and industry and the regional chambers of commerce and industry are authorised to form between themselves for the defence of special and common interests may be set up as public establishments. The interconsular groupings are authorised to set up and administer any establishments used for trade and industry under the conditions set out in Article R. 712-28 and within the limits of the powers defined by the decree provided for in Article R. 711-22. Within the same limits, they may participate in any operation likely to ensure the economic development of the constituency of the chambers that constitute them.

Interconsular groupings may be declared concessionaires of public works or entrusted with public services under the same conditions as territorial chambers of commerce and industry. The concession may relate not only to works undertaken by the State, but also to those that are the responsibility of local authorities, their public establishments or trade associations.

The decree provided for in Article R. 711-22 sets the number of seats on the general assembly of the interconsular grouping reserved for each of the chambers making up the grouping; this number may not be less than two. The supervisory authorities of the territorial or, where applicable, regional chambers of commerce and industry participating in the grouping check that the representatives have been appointed in accordance with the conditions set out in article R. 711-25 and send the minutes of the operations to the prefect of the region in which the grouping’s registered office is located. The representatives of the territorial or regional chambers of commerce and industry other than the chairmen, who are ex officio members, are elected for five years. The grouping’s bureau comprises a president, a secretary and a treasurer. To take account of local particularities, the missions of the interconsular grouping and the number of chambers making it up, the supervisory authority may authorise an increase in the number of bureau members. The general meeting meets whenever it is convened by its chairman, on his own initiative or at the request of the minister responsible for overseeing the chambers of commerce and industry. The chairman also convenes the general meeting whenever he receives a request from one third of its members. Between sessions, the grouping is represented by the executive committee. The interconsular grouping may be dissolved by decree issued on the report of the minister responsible for overseeing the chambers of commerce and industry, on the proposal of the chambers concerned. The admission of new territorial or regional chambers of commerce and industry to a grouping and the withdrawal of territorial or regional chambers of commerce and industry that are parties to a grouping are authorised by decree.
