Article L431-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Holding a provisional document issued in connection with an application for a residence permit, an asylum application certificate or a provisional residence permit authorises the foreign national’s presence in France without prejudging the final decision that will be taken with regard to their right to residence. Subject to the exceptions provided for by law or regulations, these documents do not authorise their holders to engage in professional activity.

The issue of a provisional document issued in connection with an application for a residence permit, an asylum application certificate or a provisional residence permit does not have the effect of regularising the conditions of entry into France, except in the case of a foreign national who has been recognised as a refugee or granted the benefit of subsidiary protection pursuant to Book V.
