For the application of the first paragraph of article L. 433-3, foreign nationals may prove that they have taken steps to renew the resident card they hold by presenting a certificate of submission of their renewal application. This certificate is issued by the services that received the application. It is equivalent to a summons to present the residence permit applied for. .
