Paragraph 1: Foreign nationals planning to set up a business

Prior to submitting their application for the multiannual residence permit provided for in article L. 421-16, foreign nationals must request an opinion from the Ministry of the Economy on the genuine and serious nature of their business creation project.

For the issue of the multi-annual residence permit bearing the “talent passport” mention provided for in article L. 421-16, the competent diplomatic or consular authority or prefect verifies the compatibility of the activity in question with public safety, health and peace and quiet and, where applicable, the absence of any conviction or decision carrying with it a ban in France on carrying out a commercial activity.
