CHAPTER V: Role of the Congress of Departmental and Regional Elected Representatives and Mayors

The Congress of departmental and regional elected representatives and mayors deliberates on any proposal for institutional change, any proposal relating to new transfers of powers from the State to the department and region concerned, as well as any change in the distribution of powers between these local authorities.

The proposals mentioned in article L. 5915-1 are forwarded, within a period of fifteen clear days, to the General Council and the Regional Council which, before deliberating, must consult the departmental economic and social council and the council for culture, education and the environment. They are also forwarded to the Prime Minister.

The general council, the regional council and the municipal councils deliberate on the proposals of the congress of departmental and regional elected representatives and of mayors. The deliberations adopted by the general council and the regional council are forwarded to the Prime Minister by the president of the assembly concerned.
