Article L5915-2 of the French General Code of Local Authorities

The proposals mentioned in article L. 5915-1 are forwarded, within a period of fifteen clear days, to the General Council and the Regional Council which, before deliberating, must consult the departmental economic and social council and the council for culture, education and the environment. They are also forwarded to the Prime Minister.
