Section 3: Promotion

Within the framework of the management guidelines adopted by the institution, the institution’s contract staff may be promoted to a higher step or grade, or promoted within a job category. Promotions are proposed by the employee’s line manager on the basis of his or her assessment results, individual and team performance and professional experience.

Within each category, advancement in step shall be from one step to the next higher step. The maximum number of servants eligible for advancement to the next higher grade in their category shall be determined by applying an advancement rate to the number of servants in each category who satisfy the conditions for such advancement.
